Default OS crash

So my old computer got its PS fried in a power outage. (plugged into UPS but it power was out for several hours while I was at work, too lazy to have installed the auto-shutdown software, live and learn.) Anyway, I got the PS replaced, but the OS is toast too. The guy I took it to took two months just to replace that one part, with lots of excuses and bad communication so I didn't want to waste any time with him trying to get more work done. So the thing has been sitting on my floor bricked for almost a year now.

Anyway, the question I have is whether or not the data on the HD is recoverable, I have stuff on there I'd like to retreive if I could. The complication is that it is two drives in a RAID 0 array. Is my data lost forever or is there a decent possibility of getting it back? Also, how much would something like that cost me, assuming I can find a local shop not run by some incompetent douchebag?

In order to be able to get data off those drives you'll need both of the drives and the RAID controller they were connected to. If your RAID controller is a card you can stick it in another computer, install the drivers, and then copy the data off that way. If your RAID controller is onboard, then you need to get an OS running on that motherboard that has the RAID drivers installed before you can copy the data off. Or if your RAID controller supports array migration then you can attach the drives to another RAID controller from the same manufacturer and get the data off. It might be simpler to fix whatever is wrong with the OS. You could try a repair from your Windows install disc, but you will need a floppy with the drivers for your RAID controller or it won't be able to see the OS to repair it.
