I don't use Nero so I'm not sure if I'll be a lot of help. Are there any fields you haven't checked for burning a bootable? I notice on this link you have the option of specifying emulation.

I use
burnatonce even though I have most of the "real" ones. It's free, really fast, and very lightweight. Might not hurt to give it a try and use the raw driver just to see if it's Nero thing or a thing with the ISO.
